FDOT LogoThe Florida Department of Transportation (FDOT) Public Transit Office Substance Abuse Management Oversight and Technical Assistance program executed by subject matter experts at the Center for Urban Transportation Research (CUTR), provides Florida’s grantees and sub-grantees of Federal Transit Administration (FTA) funding with training materials, training sessions, program implementation aids, FTA approved policy templates and regulatory guidance on the FTA and United States Department of Transportation (USDOT) regulations concerning the testing of safety-sensitive employees for prohibited drug use and alcohol misuse.

Additionally, the program aids FDOT Central Office and the District Offices, with the oversight activities related to the collection of Drug and Alcohol Management Information Systems data and the annual certification of compliance to FTA for each of the state’s Section 5311 sub-recipient agency testing programs.

Ms. Diana Byrnes is a Certified Substance Abuse Program Administrator (C-SAPA) who serves as the project’s contact for training, technical assistance and regulatory guidance.  Ms. Byrnes is accessible to transit agencies throughout the state of Florida 24/7.   Diana can be reached via telephone at (813) 426-6980 or via email.

Ms. Heather Kay, Federal Grants Manager, administers the program and works closely with Ms. Byrnes to ensure that the needs of the transit systems and the District office personnel are met.
